CPDRC charges P30 per hour for a conjugal room

FORMER Capitol consultant Marco Toral admitted that the conjugal rooms at the Cebu Provincial Detention and Rehabilitation Center (CPDRC) were leased at P30 per hour, saying such practice is allowed.

In a text message, Toral said that conjugal visits are allowed for married inmates to give them time with their wives.

A married inmate and his wife, however, have to show proof like a marriage certificate before they will be allowed to use the conjugal room for a fee of P30 per hour.

Acting jail warden Romeo Manansala earlier said that the money collected from the conjugal rooms will be used to defray cost of construction and room’s major repair.

Manansala had tendered his resignation early this week, which will take effect tomorrow.

Walay binuwan intawon ana oy (There is no monthly rent),” read Toral’s text message.

Vice Gov. Agnes Magpale earlier wanted to confirm reports from jail administrators that conjugal rooms inside the CPDRC were being rented for P20,000 to P30,000 per month.

On the car of inmate Jennifer Peregrino being parked inside the jail compound, Toral said it was kept only for the meantime while the registration of the vehicle is being processed.

He said that the court has already released Peregrino’s car from among the evidence submitted against the latter.

The car was pulled out from the jail facility after the registration was renewed.

Toral also explained why the wife of inmate Bienvenido “Jun” Noel was frequently seen at the jail facility beyond visiting days and hours.

He said that Noel’s wife, who was on a vacation from Norway during that time, was in-charged of jail’s volleyball league as part of the inmates’ welfare development and health programs.

The wife sometimes go home late at night together with non-inmate players, he said.

“As far as I am concerned I don’t think I did anything illegal, you may actually ask the inmates leader, Lito Granada, about the details,” read Toral’s text message.
