LTO-Northern Mindanao backs Duterte's call for reforms

A TOP official of Land Transportation Office (LTO) in Northern Mindanao said Monday, August 22, he supports President Rodrigo Duterte's call for reforms.

LTO-Northern Mindanao Director Hilarion Ulep made his statement after Duterte announced that LTO and the Land Transportation Franchising and Regulatory Board (LTFRB) are among agencies of the government where corruption remains "prevalent."

Ulep said there are two LTO employees currently facing charges for anti-red tape violations.

"They are charged with anti-fixing, dalawang empleyado, formally charged," Ulep said in a text message.

Ulep did not disclose the identities of the employees.

The LTO-Northern Mindanao chief also said some covert investigations have been conducted.

Asked about the possible effect of Duterte's pronouncement in the regional level, Ulep said they are awaiting for any directives from the national office.

Ulep maintained that LTO-Northern Mindanao has been performing its duties and responsibilities in line with its mandate.

Ulep even said LTO regional office has been imposing strict compliance of rules and guidelines to ensure it did not violated laws and policies of the government.

"Tanan among gihimo, higpit gani nato gibawal ang extension diha sa gawas sa office since January," Ulep said.

Land Transport Franchising and Regulatory Board (LTFRB) Northern Mindanao Director Mandangan Darimbang declined to comment on Duterte's statement.

Exept for secretary and undersecretary posts, Duterte had declared vacant all the positions in the government with presidential appointments to further cleanse the ranks of the public service down to the regional level.

At a press conference at the Presidential Guesthouse in Panacan at dawn on August 21, Duterte said those officials, who were appointed by a President, must consider themselves resigned effective immediately.

"On Monday, I will declare all positions in the government - because of the presidential appointments - I will declare all your positions all throughout the country, vacant. You know why? I still hear corruption being committed by people especially in the regulatory agencies," Duterte had said.
