Council confirms promotion of 3 officials

THE Iloilo City Council has unanimously confirmed the promotional appointments of three city officials through a resolution made on Tuesday, August 23.

The committee on good government and public accountability chaired by Councilor Leone Gerochi disclosed that a letter dated August 9 of Mayor Jed Patrick Mabilog requested the confirmation of promotions of lawyer Hernando Galvez as city administrator, replacing Norlito Bautista whose appointment as city administrator expired on June 30, 2016; Dr. Bernard Caspe as city health officer, replacing Dr. Urminico Baronda, who retired from the service on July 25, 2016; and Romulo Pangantihon as city agriculturist, replacing Geraldine Hautea, who retired in January 2016.

Galvez, formerly Legal Officer III at the Office of the City Legal Office, will work as a co-terminus official with the city mayor and his appointment is not covered by the Civil Service Commission.

The appointments of Caspe and Pangantihon are covered by civil service rules and regulations.

Galvez started working at the City Hall as a casual employee during the time of former mayor Mansueto Malabor. He was a working student and assigned at the city legal office while studying law. Slowly and surely, he worked his way until he was appointed as legal officer.

Caspe started working at the City Health Office in 1996 as Medical Officer IV, while Pangantihon was a devolved employee from the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture until 1993. He was an officer in-charge of the city agriculture office starting February 1, 2016. (Sunnex)
