Iloilo City Council acts on fishing port zone delineation

THE Iloilo City Council had passed a resolution favorably endorsing the Philippine Fisheries Development Authority (PFDA) approved Port Zone Delineation Survey Plan of the Iloilo Fish Port Complex (IFPC) located at Barangay Tanza Baybay in regards to the sea area of the Iloilo Strait within the jurisdiction of the city.

City Councilor Eduardo Penaredondo said request for endorsement was contained in a letter dated June 22 of Engineer Edgar Deysolong, PFDA port manager relative to the delineation of the PFDA-IFPC boundaries to be submitted to the Regional Development Council (RDC) for appropriate action.

The Penaredondo committee found out that last January 22, the fish port complex had informed the RDC that a survey of the land and sea boundaries had been completed.

RDC has been pushing for the delineation of land and sea boundaries of the IFPC based on Executive Order (EO) No. 772 dated February 8, 1982.

The EO provides that the PFDA shall identify and determine the sites for the establishment of a fishing port complex and prepare, adopt and implement comprehensive plans for its overall development.

The fishing port complex and related facilities maybe established by the PFDA Board with the approval of the President of the Philippines, to be governed and operated by the PFDA.

Penardondo said that to date, neither presidential approval or an executive order has been issued which formally delineates the port zone of the IFPC and placing it under the administrative jurisdiction of PFDA.

Since the completion of the survey of boundaries of the IFPC, the RDC is requiring the IFPC to have its PFDA-approved port zone delineation be favorably endorsed by the city council of Iloilo City, Sangguniang Bayan of Jordan, Guimaras and Guimaras Provincial Board.

The Office of the City Agriculturist also suggested that a resolution be passed by the city council limited only to the land and water areas defined within the jurisdiction of Iloilo City.
