THE long wait is finally over after the second district office of the Mountain Province District Engineering Office started operating three years after its establishment was approved into law.
The engineering district will serve the eastern municipalities of Barlig, Natonin and Paracelis.
In Department Order 190, Public Works Secretary Mark Villar directed the operationalization of the Mountain Province 2nd District Engineering Office.
“Pursuant to the provisions of Republic Act No. 10379, dated March 8, 2013, the Mountain Province 2nd DEO is hereby operationalized under the DPWH-CAR to be located in the Municipality of Natonin, Mountain Province,” the order stated.
Mt. Province Representative Maximo Dalog said the issuance of the department order by Villar is timely as several infrastructure projects are being considered for implementation especially in the eastern areas of the province.
Among the significant projects being implemented is the road upgrading of tertiary roads namely the Junction Talubin-Barlig-Natonin-Paracelis-Calaccad Road and the Mountain Province-Isabela Road.
It can be recalled on August 7, 2014, Dalog, who had been keen in pushing for the infrastructure development of the eastern Mountain Province area asked then Secretary Rogelio Singson to issue the necessary Implementing Rules and Regulations for the execution of Republic Act 10379.
The Regional Development Council and the Sangguniang Panlalawigan of Mountain Province including the Sangguniang Bayan of Natonin passed separate resolutions asking the DPWH to fast-track the implementation of the said law.
On August 24 this year, Dalog strongly reiterated the request to the DPWH in a meeting with Villar. The DPWH finally acceded with Villar issuing the department order on September 13.
“The people of Mountain Province are very thankful to Secretary Villar and the Duterte administration for issuing the order immediately even in just a few weeks after we asked for it. The people will surely remember this as a legacy in favor of Secretary Villar for being the DPWH secretary who made it possible,” Dalog added.
Villar’s department order also points out initial cost to operationalize the second district engineering office will be charged from appropriate funds of the department, subject to existing accounting and auditing rules.
Succeeding funding requirements will be included in the annual budget of the department.
Villar also ordered the Mountain Province 2nd District Engineering Office be constituted and manned by appropriate personnel from the Regional Office and the first engineering, subject to the approval by the Department of Budget and Management and pertinent Civil Service law and rules.
