Bacolod eyes to terminate contract of 2 drainage projects

THE Bacolod City Government is now planning to terminate the contract of two drainage projects in the city for failure to finish it on time.

Mayor Greg Gasataya said the two drainage projects along Purok Nangka in Barangay 3 and reclamation area near the Pope John Paul II Tower were handled by the same company.

He said the contractor failed to comply its agreement with the City Government, adding that they are planning to put them in the blacklist.

Gasataya noted that the contractor already started the projects and took the mobilization, but failed to finish it on time.

The mayor noted that in July 2025, he instructed the City Engineer’s Office to submit the lists of all flood control and drainage projects as well as its status report.

“We will check the compliance or status. If indeed there are projects not complying with the agreement, then, the city will terminate the projects,” Gasataya said.

He said he also tasked the City Legal Office to look into the matter.

On July 4, 2025, Gasataya issued an executive order creating the Bacolod City Contract Termination Review Committee for termination of procurement contracts of goods, infrastructure projects and consulting services.

The contract termination review committee was head by City Legal Officer Karol Joseph Chiu, its Vice Chairperson Atty. Hermilo Pa-oyon -chairperson, Bids and Awards Committee, and its members City Administrator Atty. Mark Steven Mayo, City Planning and Development Office head Mary Jean Ramos, City Budget Officer Maria Imelda Williams, City Engineer’s Office officer-in-charge Loben Rafael Ceballos, Acting City Accountant Atty. Jeremae Ann Ceriaco, and representative from the End-User Department.

Gasataya said that after the State of the Nation Address (Sona) of President Ferdinand Marcos Jr., he also called Department of Public Works and Highways Bacolod City District Engineering Office to comply with Marcos’ directive to submit the list of all completed and ongoing flood control projects since 2022.

“If there are pending and not complying its agreement, they should do the same instruction and order,” Gasataya said. (MAP)
