
THE City Government of Bacolod will now resume the implementation of social programs, public infrastructure and housing projects following the issuance of the certificate of exemption from the Commission on Elections (Comelec) during the election period.
Lawyer Marty Go, secretary to the mayor, said they already received the certificate of exemption from the Comelec for the implementation of the 15 social programs of Bacolod like the distribution of Assistance to Individuals in Crisis Situation (Aics), social pension, ladderized centenarian benefits, Bayad Agad program, sustainable livelihood program, solo parents, supplementary feeding program, among others.
He said they submitted a total of 32 social services programs for an exemption, but some of the programs are not sure if it will be part of the banning, but they included it on their request to make sure its exemption in case it will be part of the banning.
For the infrastructure projects, of 243 ongoing projects, he added that they received 64 certificates of exemption from the Comelec and they are still waiting for the remaining projects.
For the housing-related projects, Go noted that the Comelec referred to the public infrastructure projects since most of its projects are part of it.
According to Comelec Resolution 10999, the disbursement ban on city projects and programs started on March 28, 2025, coinciding with the start of the local campaign period.
Go said that under Comelec guidelines, they are required to submit a list of disbursements that will be exempted from the ban period. (MAP)
