

BACOLOD City Mayor Greg Gasataya has announced that the City Government will implement the salary adjustment for all regular city hall employees on August 15, 2025.
Gasataya said the salary adjustment will also include plantilla casual employees as well as elected city officials.
He said at least 1,300 city employees will receive the salary adjustment, for which he has already signed the documents.
“Starting August 15, they will receive their salary adjustment,” he added.
This came after the City Council earlier approved the appropriation ordinance adopting and authorizing the implementation of the second tranche of the modified salary schedule for local government personnel, per Executive Order 64-2024 signed by President Ferdinand Marcos Jr. on August 2, 2024.
Moreover, Gasataya also issued Executive Order (EO) No. 29 creating the technical working group (TWG) for the grant of medical allowance to qualified government personnel employed in the City Government of Bacolod.
Gasataya, who signed the EO on August 11, 2025, said that given the prevailing economic circumstances, there is a need to update the benefits of government personnel in order to maintain a competent, committed, agile, and healthy workforce—thereby promoting social justice, integrity, efficiency, accountability, and excellence, and ultimately translating to increased productivity and higher-quality public services.
He said Section 7 of EO No. 64 dated August 2, 2024, issued by President Ferdinand Marcos Jr., authorizes, beginning Fiscal Year 2025, the grant of a medical allowance to each qualified government civilian personnel as a subsidy to avail of health maintenance organization (HMO)-type benefits.
He added that the Department of Budget and Management (DBM) also issued Budget Circular No. 2024-6 dated December 12, 2024, providing the rules and regulations on the grant of medical allowance to civilian government personnel, which also covers employees in local government units (LGUs).
“There is a need to create and establish a TWG to study, assess, oversee, and supervise the implementation of the aforementioned EO No. 64 and Budget Circular No. 2024-6, thereby ensuring that its guidelines and conditions are being observed,” Gasataya said.
The TWG is led by City Administrator Mark Mayo as chairperson; City Budget Officer Ma. Imelda Williams as vice chairperson; and members City Legal Officer Karol Joseph Chiu, Secretary to the Mayor Marty Go, Arlene Memoria, City Health Officer Ma. Carmela Gensoli, City Treasurer’s Office officer-in-charge (OIC) Jose Maria Gecosala, OIC City Accountant Jeremae Ann Florentino, and Human Resource Officer Erman Aguirre. (MAP)
