San Carlos City Council validated for 2023 Local Legislative Award

The Sangguniang Panlungsod (SP) of the city government of San Carlos was evaluated by the Provincial Award Committee (PAC) for the Local Legislative Award (LLA) Sept. 7, at the SP Session Hall.

The SP was assessed based on the criteria set by the DILG and Philippine Councilors League (PCL) which include responsiveness to the legislative agenda, availability of legislative documents, effectiveness of performance of the Sanggunian, efficiency of performance, legislative citations and awards, and capacity development for legislators and staff.

The evaluators commended the SP for having a high score since it complied with some areas assessed and organized documents.

The SP complied with the requirements in the areas assessed and showed organized documents resulting in a very high score.

Moreover, Department of the Interior and Local Government (DILG)-Negros Occidental LGOO VI Ildefonso Orquejo Jr., and LGOO VII Grace Natalie Azarraga suggested to the SP to produce resolutions and ordinances related to the recommended list from the PCL, improve the period in submitting ordinances to the higher Sanggunian for review, update the old ordinances and other recommendations in holding regular sessions.

Vice Mayor Christopher Paul S. Carmona thanked and emphasized that it is not the eloquence of the statements or the goodness of the report that will measure excellent performance in legislation but the substance and enactment of ordinances and their implementation that will prove as a testament to true public service.

The PAC consists of LGOO VII Azarraga, LGOO VI Orquejo, Jr., and LGOO II Jasten Natalie Ledesma of DILG-Negros Occidental, Atty. Sharmaine Abellana and Natalie Sepico of the Provincial Budget Office, Provincial Environment Management Office Information Officer Bea Liza Fortaleza, and Municipality of Toboso Vice Mayor Maria Luisa Dela Cruz.

DILG LGOO VI Julie Shayne Barreto-Tagalog, who was also present during the validation, and City Planning and Development Coordinator Engr. Magnolia Antonio accompanied the validators during their courtesy visit to City Mayor Renato Gustilo.

The LLA established in 2006, is a project and program of the Philippine Councilors League (PCL) in partnership with the DILG that recognizes the valuable contribution and exemplary performance of the local Sangguniang Panlungsod in crafting ordinances and resolutions that ultimately contribute to local governance administration and development.
