A MEMORANDUM of agreement (MOA) was entered into by the Government Service Insurance System (GSIS) and Dragonpay, a leading payment solutions provider, to expand digital payment channels for GSIS members and pensioners on July 16, 2025.
Wick Veloso, president and general manager of GSIS, said in a statement that what they have just signed is a proof of GSIS’s commitment to provide ease of doing business for their members and pensioners.
“This is the real dream that we need to make them feel, it’s part of what we’ve promised for them,” he said.
With the agreement, Dragonpay joins the growing roster of GSIS payment partners, including Bayad Center, MLhuillier, Maya, UnionBank of the Philippines, and Land Bank of the Philippines.
Veloso said this partnership empowers members and pensioners to settle transactions securely and conveniently, whether online or on-site.
“At GSIS, we are always finding new ways to use technology to serve our members better. This partnership with Dragonpay is another milestone toward faster, more convenient, and more secure service for everyone we serve,” he said.
The agreement stated that Dragonpay will provide electronic payment channels for the collection of GSIS loan repayments. Members and pensioners may access these new options through the GSIS Touch app and designated GSIS information booths during the launch.
GSIS and Dragonpay will integrate their systems, including the establishment of technical specifications, reporting protocols, and regular testing to ensure accountability. Dragonpay is required to submit daily reports and proof of transactions, which GSIS will verify against settlement records.
“This marks a shared commitment between GSIS and Dragonpay to make government transactions more accessible, more convenient, and more responsive to the evolving needs of every Filipino,” Robertson Chiang, Dragonpay Founder and Chief Executive Officer, said.
Both parties have committed to fully comply with the Data Privacy Act of 2012, and relevant regulations of the Bangko Sentral ng Pilipinas and the Commission on Audit. Robust security protocols will be enforced to protect the confidentiality and integrity of all personal and financial data.
Any convenience fees applicable to payments will be shouldered by the payors, based strictly on agreed terms. All charges will be clearly disclosed at the point of transaction.
“The GSIS continues to push forward with digital transformation initiatives that prioritize customer convenience and data security,” Veloso said.
With partnerships like this, he said the agency strengthens its commitment to innovate and modernize government service delivery, bringing Ginhawa closer to every member, wherever they are. (MAP)
