NOCPPO celebrates 49th Founding Anniversary, honors Montelibanos for donated property

The Negros Occidental Police Provincial Office in Negros Occidental celebrated its 49th Founding Anniversary in rites held at Camp Alfredo M. Montelibano Sr. at Sitio Camingawan, Barangay Estefania in Bacolod City.

The NOCPPO officers led by Provincial Police Director Colonel Leo Pamittan and with the presence of Area Police Command Visayas Commander Col. Patrick Villacorte and other guests celebrated the said occasion and honored the Montelibano family, the donor of the five-hectare property where the NOCPPO currently stands.

It was the former Bacolod City Mayor and Governor Alfredo Montelibano Jr. who initiated the property donation which was realized on May 29, 1974.

The property houses the Negros Occidental Police Provincial Office Administrative Building; Chapel; Guard House Medical and Dental Dispensary; COMPAC of the 303rd Brigade of the AFP; Provincial Criminal Investigation Detection Group; Highway Patrol Group; Provincial Crime Laboratory Office; PNCOs Apartment; Tactical Operations Group 6; Duplex Quarters for PNP Officers; Provincial Director's Quarter; Firing Range of the Gun Club of Negros Occidental; the Provincial Guest House; and, a PNP Center constructed during the incumbency of Police Superintendent Leopoldo N Bataoil, who later on became a member of the House of Representative.

Atty. Julie Ann Carbon, represented Roberto "Bobby" Montelibano, son of the Alfredo Sr. and brother of Alfredo Jr., relayed the message of the former saying that the Montelibano family is glad that NOCPPO utilized the property well and thank the current officials for acknowledging the donation of his family.

“Bacolod and Negros is not what it is now if not with the donation of the Montelibanos for roads, churches, schools, police headquarters, housing for government employees and properties that are significantly utilized for public welfare,” she said.

“The acts of kindness is not only benevolent but visionary in nature. The current business sector reaps the fruits of this donation as we have achieved and enjoys the pillars of peace. Positive peace makes business profitable. The donation has enable the PNP to work conveniently and well in serving the public.

“Thank you for making the province a bustling economic community,” she said.

Police Col. Pamittan said, "As I look around the camp reflecting on the incredible journey NOCPPO has gone through, I can feel an overwhelming sense of gratitude toward each and every one of you. Your unwavering support has been a beacon of light that has helped the provincial police force in both challenging and triumphant times.

“Words alone are inadequate to express the depth of our appreciation for all the support you have extended to us. Such things created a profound impact on us especially on our journey to become the Country's Finest and Best Police Provincial Office of Calendar year 2023.

To the Montelibano Clan, whose generosity gave NOCPPO a place it can call home, we are eternally thankful to you. You provided us with the land to which the unit in its infancy was planted and has grown sturdy over the years. The generations of public servants to come will know how your family is associated with the establishment of this camp and its Police Provincial Office.

To our Local Government Units headed by our Honorable Governor Eugenio Jose V Lacson, who are always there to support the PNP. Truly we have not excelled this much and have received these awards and recognitions if not for what you have generously provided us."

He added, "Thank you for investing greatly in equipping and in the capability build-up of your police force. Such developments enabled us to face the challenges brought about by the fast-changing time and which emboldened us to quickly adapt to the continuously evolving crime environment.
