A library in this modern age can be considered something traditional and one which belongs to the past, considering that Google and other online databases can provide us with almost all of the reading materials we need at one's fingertips.

This writer got access to the newly opened the Rafael M. Salas Memorial Library of Negros Occidental located at the former Philippine Charity Sweepstakes Office (PCSO) building near the Negros First CyberCentre and the Pagla-um Sports Complex in Hernaez Street, Bacolod City.

Ms. Rio Lynne Baba Panisa, Librarian II, Provincial Library of Negros Occidental, welcomed this writer into her office and showed me some photos of students from all walks of life and from all levels of education who have already accessed the available books and other reading materials that are available at the newly established Library.

She said that this Library was funded by Senator Sonny Angara and was meant to help the students with their reading and studying.

The place was cozy for studying and reading. Everybody who got inside the Library came for the primary purpose.

The books were sourced from the old Provincial Library formerly located at the Provincial Capitol, South Capitol Road and also from various donations.

Panisa said that although many students can now access their reading and reference materials online, the new Library has both the traditional and modern ways via books and online.*
