“LET US hope that they will do better this time.”

This was what Bacolod Councilor Carlos Jose Lopez, chairperson of Sangguniang Panlungsod (SP) committee on environment, said after the IPM-Construction and Development Corp. (IPM-CDC) was awarded the contract for the construction of the third cell at the city’s sanitary landfill in Barangay Felisa.

IPM-CDC, the official garbage hauler of the city, also constructed Cells Number 1 and 2 at the sanitary landfill.

“Cells Number 1 and 2 are already filled, hence, the city needs additional cells to accommodate the city’s garbage,” Lopez said.

The city council also earlier ratified the contract of services entered between the City Government of Bacolod and the IPM-CDC for the P131.9 million collection, hauling, and disposal of garbage as well as the contract of services for the P63.9 million operation and management of the sanitary landfill.

Lopez said the city's garbage hauler should also improve its garbage collection in various areas in the city.

“I’m not satisfied with their performance (and) there is really need for a big improvement (but) I hope that they will perform well,” he stressed, adding that the IPM-CDC should purchase new equipment and additional trucks among others.

Lopez noted that he is also helping the city to look for other companies that can help convert the waste into either energy or compost as the city gears towards having zero waste.

This initiative is being supported by Bacolod Mayor Evelio Leonardia, he said.

Earlier this year, Leonardia took a swipe against IPM-CDC over delayed collection of garbage at various areas in the city.*
