Bacolod council urged to review guidelines under GCQ

THE Bacolod Emergency Operations Center (EOC) urged the City Council to review the guidelines being implemented under the general community quarantine (GCQ).

Councilor Renecito Novero, majority floor leader, said on Sunday, November 15, 2020, they already received the approved resolution of EOC to review or study the guidelines under the GCQ.

“As a floor leader, I referred it to the committee on laws and committee on health to review and study the existing ordinances of the city,” he said.

Last week, about 15 restaurants and stores in Bacolod City were temporarily closed by a composite team of EOC for allegedly violating guidelines under GCQ.

Aside from restaurants and stores, a water park and beach resorts in the city were also temporarily closed for allegedly violating health protocols.

Section 5 of Executive Order No. 70 Series of 2020 states that the business/industry sector are not allowed to operate under GCQ, which includes language, driving, dance/acting/voice schools; entertainment industries; libraries, archives, museums and cultural centers; tourist destinations like water parks, beaches, resorts; full-body massage parlors; tattoo and body piercing shops; live events; traditional cockfighting and operation of cockpits; beerhouses and similar establishments whose primary business is serving of alcohol drinks; and kid amusement industries like playrooms or rides.

Police Major Sherlock Gabana, cluster head of EOC contact tracing, earlier said the 15 restaurants and stores were caught serving and selling alcoholic beverages.

The store owners were given a first offense notice and their stores were immediately temporarily closed for 24 hours.

Under EO 70 or the extension of the GCQ in the city from November 1 to 30, 2020, the selling of liquor, wine, beer or any alcoholic or intoxicating beverage will continue to be allowed only from 12 p.m. to 6 p.m. Consumption of alcoholic beverages is only permitted within private residences.
