Bars, spa, barbershops required to record customer’s details

THE ordinance requiring all bars, restaurants, salons, spas, barbershops and other similar establishments to record their customer’s personal details for purposes of contact tracing was approved by the City Council on its third and final reading.

Personal details will include the name of the customer, their respective barangays and contract numbers.

The ordinance was authored by Council Al Victor Espino, chairperson of the City Council committee on social defense, peace and order.

Espino said the City of Bacolod transitioned from general community quarantine (GCQ) into modified general community quarantine (MGCQ), which allows bars, restaurants and other similar business establishments to operate at a 50 percent capacity.

He said the opening of these establishments will encourage more people to avail of their services after a few months of being locked down.

“ As such, the residents of Bacolod City will most likely be exposed to the health risk of coronavirus disease (Covid-19) transmission and eventually spread out of said virus,” he added.

Espino pointed out that as one of the precautionary measures to fight Covid-19, it is necessary to trace or track the movement of the people by requiring them to log their name, respective barangay and contact number in the aforementioned establishments for purposes of contract tracing.

Section 5 of the ordinance states that such data shall only be used strictly for purposes of contact tracing only, and to be reviewed and collected exclusively by the Inter-Agency Task Force (IATF) or its duly authorized representative.

The record shall only be kept for 20 days and shall be disposed of after. The establishments who fail or refuse to record or log the details of their customers shall suffer the penalty of suspension or cancellation of their business permits. Any person who refuses to comply with this recording requirement or provide false or misleading information shall suffer the fine of P5,000, the ordinance further stated.
