Briefing on federalism in Dumaguete, June 18

ART Aguilar, Negrense member of the Consultative Committee (ConCom) tasked by President Rodrigo Duterte to review the Constitution, said they will be at the Negros Oriental Convention Center in Dumaguete City today for a briefing on the proposed federalism

Local officials from the province are expected to attend the briefing.

Aguilar said they will introduce the content of the draft in Dumaguete City today especially on the transitory provision.

With Aguilar in the briefing in Dumaguete are five other ConCom members - Local Government Development Foundation executive director Edmund Soriano Tayao, former Mindanao State University Tawi-Tawi chancellor Eddie Mapag Alih, former Lanao del Sur representative Ali Pangalian Balindong, Rodolfo Dia Robles, and Ferdinand Bacobo.

Aguilar also said they are almost complete with the draft that they will submit to the President on July 4.

The briefing today, he said, will also entertain questions from the participants and that crucial accounts will also be included in the final draft and they have to go to several other cities throughout the country for the same briefing on federalization.

Aguilar said that under their draft proposal, the 18 federated regions that will include the Negrosanon Federated Region will have a regional governor, two regional Senators and two congressmen each.

As to the possible postponement of the 2019 elections, Aguilar said it would depend on the Congress once they set the plebiscite which is in effect will approve the Constitution.

If the plebiscite will coincide with the 2019 elections definitely the elections would push through, he said, adding that under the transitory provision in their draft, the first election under federalism would be on 2022, when the term of Duterte ends.
