Budget officer assures additional bonus for Capitol employees

PROVINCIAL Budget Officer Jose Percival Salado Jr. assured the Provincial Government employees that they will receive the additional bonus in December.

“Personally, I will not recommend the Collective Negotiation Agreement (CNA) as a bonus. We may give higher through the Excellence Award which is usually given every December. We may give not less than what the employees received last year,” Salado said.

He said the CNA incentive is a form of bonus for employees but they should

implement all the projects and programs at least 70 percent as of September 30. Last time, the guidelines said that at least 70 percent as of October 31 but they moved it now to September 30.

“In the case of Negros Occidental, it is being reviewed if we reached 70 percent. If we cannot reach 70 percent, we cannot give the incentive bonus,” Salado said.

“CNA incentives is given if there is a saving on a specific account like traveling, supplies, training which will be given to the employees at the maximum of P25,000 per employee. We have the savings but the performance matters,” Salado added.

He said that because of only about 40 percent compliance, Negros Occidental did not receive the Seal of Good Local Governance.

“That's why project implementation should be fast-tracked,” he said.

Budget Secretary Benjamin Diokno announced that employees working for government agencies that generated savings will receive another cash incentive in December.

The incentive covers regular, contractual, or casual positions, full-time or part-time in national government agencies, state universities and colleges, government-owned and controlled corporations, local water districts, and local government units.
