Capitol, Dynamic Builders finalizing agreement on P1.7M investment

PROPONENTS of the proposed P4 (public-private partnership in the province) are now finalizing the draft of the Memorandum of Agreement (MOA) to be signed by the Provincial Government of Negros Occidental and Dynamic Builders Inc. (DBI) for its P1.7 million investment at the Provincial Administration Center (PAC).

Second District Board Member Salvador Escalante Jr., chairman of the Provincial Board Committee on finance and ways and means, also said the Provincial Board is expected to give Governor Alfredo Marañon Jr. the authority to enter an agreement with Dynamic Builders.

Escalante also said that Philippine National Bank (PNB) and the Provincial Government has already agreed that affected offices at PAC following its demolition to give way for the construction of the nine-storey mixed-used building of DBI will temporarily move to PNB building until a new structure at the back of PAC will be constructed.

Earlier, the unsolicited proposal of DBI was not contested by other companies.

Escalante said that Dynamic Builders will construct a mixed-use building on the 6,480 square meter Capitol property.

The first two floors will be for commercial establishments, the third floor for the call center while the fourth to ninth floors will be a hotel.

DBI will ink an agreement for a 50-year rental with the province at P85 per square or P550,000 a month and a total of P6 million per year. The rental will escalate at five percent every five years. They also offer advance down payment for two years and another two-year deposit.

The proceeds of the agreement will go to the General Fund and will be part of the 2019 Appropriations Act of 2019.
