Exec: LTO migration to new IT server causes delay

AN OFFICIAL of the Land Transportation Office (LTO) in Bacolod City said Thursday, June 9, that their migration to the new information technology (IT) server is causing delay in the processing of vehicle documents like those for renewal of registration.

Reuben Tampos, head of LTO-Bacolod, made the explanation amid complaints they received on the long queue at their office everyday.

He said Stradcom was the LTO's IT server before. In 2020, they migrated to Dermalog that introduced the Land Transportation Management System (LTMS).

“Our problem is that Stradcom does not provide the data of the registered vehicles to Dermalog. So, what happened is, we are doing the manual encoding and scanning of documents,” Tampos said.

The manual system of encoding is taking time aside from the fact that sometimes the internet connection slows down delaying the uploading time, the LTO official said, adding that this is the reason why they need to extend their working time until 10 p.m. from Monday to Friday.

With the delay, the LTO currently extended the validity of the expiration and validation of registration for a month.

The rollout has also been delayed due to the lack of equipment like computers and scanners and biometrics, Tampos said

He said the processing takes time as all the documents will also have to be verified with the previous server to check on the records of the vehicles.

In his estimate, it may take about a year for the LTO system to become fully online.
