Official backs bill regularizing contractual government employees

BACOLOD City Councilor Jude Thaddeus Sayson, chairperson of the City Council’s committee on finance and appropriation, has expressed support to the proposed House Bill No. 2916 for the regularization of the contractual government employees who have been working in service for five years.

This, after the House Committee on Civil Service and Professional Regularization approved the proposed bill during the hearing on November 15, 2022.

Sayson, chairman of the committee on budget appropriation, yesterday said the proposed bill authored by Congressman Greg Gasataya is beneficial to the contractual government employees.

“I am in favor of this proposed bill because like here at the City Council, we have at least four job order employees who are working here for at least 20 years. For 20 years, they are still job order workers for lack of Civil Service Commission (CSC) eligibility,” he said.

He added that these four job order employees assigned at the City Council’s Session Hall are responsible for the electronics and documents of the council.

Sayson noted that the local government units can regularize the job order workers, with no civil service eligibility, for janitorial position only.

The official said he is hopeful that the proposed bill will be approved for the benefits of the contractual government workers so they can process their documents for a certain position since their qualification is higher than janitorial position.

“Hopefully, with that bill, we can create a certain position without CSC eligibility to regularize the contractual government employees,'' he said.

Gasataya, in a Facebook post, said that the bill will provide security and benefits to the contractual employees that have been working in service for five years.

“As one of the public servants in the local government unit, I want to provide benefits to our contractual employees who are serving our constituents for how many years and they have already proved their competence, merit and fitness in the service,” he said.

The lawmaker also expressed his gratitude to committee chair and Bohol Third District Rep. Kristine Alexie Tutor and to their colleagues who supported the bill.*
