A RESOLUTION requesting the City Treasurer’s Office Licensing Division to strengthen the implementation regarding the inspection, testing, calibration and sealing of all fuel pumps in all gas stations in Bacolod was approved by the members of Sangguniang Panlungsod on Wednesday, November 9, 2022.

Resolution author Councilor Claudio Puentevella said Section 9 of Article 16 of the 1987 Philippine Constitution provides that the State shall protect consumers from trade malpractices and from substandard or hazardous products.

Puentevella said Paragraph B of Article 2 of Republic Act No. 7394 or the Consumer Act of the Philippines provides that the State shall protect the public against deceptive, unfair and unconscionable sales acts and practices.

He said that under City Ordinance No. 565 Series of 2011, Chapter 5, Article 19 Section 62f provides that the City Treasurer is hereby required to keep full sets of secondary standards for the use in testing of weights and measures instruments.

“As we continue to face an unabated surge in fuel prices it is proper to regularly conduct inspection of all gasoline stations and guarantee that all operating fuel pumps are accurate and ensure that their pumps are working properly,” Puentevella said.
