To review internal rules, it needs two-thirds vote from members

BACOLOD City Councilor Caesar Distrito said on Thursday, August 16, they need a two-thirds vote of the members of the City Council in order to review their internal rules.

Distrito, majority floor leader, said any members of the City Council is free to make a suggestion as far as the review of the internal rules, but the question is whether the majority or most of the members of the council will allow it.

“Because under our internal rules, we can only review when after three months of the session, but with the approval of two-third members of the council,” he said.

Councilor Ricardo Tan earlier said it is time they review their internal rules so they can spell out the manner and number of councilors who will travel in order to stop the recurrence of what happened last July 25 and August 1.

On July 19, Vice Mayor El Cid Familiaran and Councilors Caesar Distrito, Em Ang, Dindo Ramos, Cindy Rojas, Renecito Novero and Bartolome Orola were on an official trip to Long Beach, California.

Their trip was criticized after two consecutive weeks with no quorum at the City Council on July 25 and August 1.

Distrito said the internal rules cannot be touch upon unless there is a vote of two-thirds of the members of the City Council.

He said that unlike in any resolutions, it can be discussed by the majority members present.

“But the internal rules, it governs the system of our City Council. If you fail to get the two-thirds (votes) then you cannot amend the internal rules,” he added.
