

PURSUANT to the Office of the President's Memorandum Circular (MC) No. 90, Negros Occidental Governor Eugenio Jose Lacson issued Memorandum No. 017 ordering the suspension of work in government offices and classes at all levels in Negros Occidental on July 23, 2025, due to continued heavy rainfall brought about by the southwest monsoon or habagat.
Lacson, who signed the memorandum on July 22, 2025, said agencies responsible for basic, vital, and health services, as well as preparedness and response duties, must remain operational to ensure the continuity of essential government functions.
On Tuesday, Malacañang ordered the suspension of work in government offices and classes at all levels in Metro Manila and 36 other areas, including Negros Occidental, on July 23 due to continued heavy rainfall caused by the southwest monsoon.
MC No. 90, signed by Executive Secretary Lucas Bersamin and dated July 22, 2025, stated that upon the recommendation of the National Disaster Risk Reduction and Management Council, work in government offices and classes at all levels in Metro Manila, Pangasinan, Zambales, Tarlac, Bataan, Pampanga, Bulacan, Cavite, Batangas, Rizal, Occidental Mindoro, Ilocos Norte, Ilocos Sur, La Union, Quezon, Oriental Mindoro, Marinduque, Romblon, Masbate, Sorsogon, Albay, Camarines Sur, Catanduanes, Palawan, Antique, Aklan, Capiz, Iloilo, Guimaras, Abra, Mountain Province, Ifugao, Benguet, Nueva Vizcaya, Nueva Ecija, Laguna, and Negros Occidental is suspended on July 23.
Bersamin said the localized cancellation of classes or work in government offices in other regions may be implemented by their respective local chief executives, pursuant to relevant laws, rules, and regulations.
The suspension of work for private companies and offices is left to the discretion of their respective heads, Bersamin added. (MAP)
