New PRO-NIR director vows to maintain sharp focus on PNP core operations

NEWLY installed officer-in-charge of the Police Regional Office-Negros Negros Island Region (PRO-NIR), Brigadier General Arnold Thomas Ibay, vowed that under his leadership he will maintain a sharp focus on the core operations of the Philippine National Police (PNP).

Ibay, who assumed his post on April 10, was accorded with arrival honors at Camp Alfredo M. Montelibano Sr. in Barangay Estefania, Bacolod City, on Monday, April 14.

Ibay was welcomed by Police Colonel Dennis Esguerra, the deputy regional director for Administration of PRO-NIR.

Esguerra also introduced the members of the regional staff, including the three provincial directors, Colonel Rainero De Chavez, director of Negros Occidental Police Provincial Office (Nocppo); Colonel Ronan Claravall, director of Negros Oriental Police Provincial Office (Norppo); Colonel Emelie Santos, director of Siquijor Police Provincial Office (SPPO), as well as Colonel Joeresty Coronica, director of Bacolod City Police Office (BCPO).

Ibay, a former director of Manila Police District at the National Capital Region, also expressed his gratitude to the men and women of the PRO-NIR for the warm welcome extended to him.

“As the new OIC of the PRO-NIR, I have no agenda of my own. In assuming this role, I carry only one objective that we conduct ourselves with the absolute fidelity to the intentions of public service,” Ibay said.

He said they will maintain a sharp focus on the core operations of the PNP, which is to serve and protect, based on the three pillars of crime prevention, crime solution, and community partnership.

He added that crime prevention shall remain the cornerstone of their strategy, and if crime happens, there should be swift and efficient resolution.

“And most essential is community partnership, we can only succeed when our bond with the community and other stakeholders is strong, resilient and mutually empowering,” Ibay said.

He said there will be accountability at all levels and there will be zero tolerance for wrongdoings.

“We will not tolerate the wrong actions of our personnel and in all of their operations, they will strictly adhere on the police operational procedures, and on the daily basis, we will prepare for any eventuality,” he added.

On March 27, 2025, the PRO-NIR was activated and designated Brigadier General Jack Wanky, regional director of PRO-Western Visayas, as officer-in-charge in a concurrent capacity. (MAP)
