CHEERS to the Negros Occidental Provincial Government for finally revealing the result of its investigation on the controversial Animal Hub at the Panaad Park and Stadium in Bacolod City.

The construction of the Animal Hub was discovered in March this year following a complaint. It was found out that the structure didn’t undergo bidding and has no permit from the province.

This also prompted the Provincial Bids and Awards Committee to stop the bidding for the project.

Governor Alfredo Marañon Jr. immediately ordered for an investigation.

Just last week, Acting Provincial Administrator Lucille Gelvolea revealed that the supplier of the Animal Hub is banned from doing any transaction with the provincial government from six months to one year while Provincial Veterinarian Renante Decena and two other personnel from his office were reprimanded.

She said Decena and two other PVO personnel were reprimanded because of command responsibility.

Capitol supplier Eva Reso-or, who already claimed responsibility of the construction of the Animal Hub, is suspended to transact any business with the province.

She refused to name the contractor of the project.

Moreover, Gelvolea said the Provincial Government will refer the Animal Hub mess to the Commission on Audit so the province could take possession of the building and that the contractor could not claim or demand any payment from the province in the future.

The Animal Hub is almost 80 percent complete and that the construction already cost about P5 million.

One question still remains unanswered, who is the contractor?
