PRESIDENT Benigno Aquino III's office has completed the review of the draft Bangsamoro Basic Law (BBL) and it will submit the document to Congress anytime from now, Malacanang said Tuesday.
Reading a statement of Presidential Adviser on the Peace Process Teresita Deles, Communications Secretary Herminio Coloma Jr. said in a press briefing that the draft BBL is now undergoing final stages of refinement.
Moro Islamic Liberation Front (MILF) peace panel head and Bangsamoro Transition Commission chair Mohagher Iqbal has estimated that the draft bill is now "99.99 percent done", he said.
"Presidential review of the draft Bangsamoro Basic Law was completed almost two weeks ago. It is expected to be submitted to Congress before the President leaves for Europe next week," he said, adding that it could be "anytime from today" up to before Aquino flies for Spain, the first stop of his four-nation European trip, on September 13.
On the basis of the President's comments, there were further discussion and exchange of notes between the MILF and the Office of the President, the results of which were also submitted to the President, he said.
Aquino has vowed to certify the draft BBL as an urgent bill once he submits it to Congress. (SDR/Sunnex)
