Baguio mayor wants heritage park guidelines

BAGUIO City Mayor Mauricio wants to be fully informed of guidelines once Burnham Park is declared a Heritage Park.

Domogan, during his weekly press briefing, said clear cut guidelines as well as responsibilities must be presented to stakeholders before declarations are done for any area in the city.

A clarification on the effect of the declaration as well as terms and conditions is being sought by the city mayor and will be waiting for communication by the NHCP and the NCCA.

However, Domogan said the city might make the first move and write to the agencies if needed.

Weeks ago, Baguio Representative Mark Go filed a bill seeking the National Historical Commission of the Philippines [NHCP] declaration of Burnham Park as a National Heritage Park which has gotten backing from Department of Tourism Secretary Berna Romulo-Puyat.

The chief executive clarified he is not against the move but would want to be clear on three basic points.

Domogan said the city should be informed on what improvements and development is allowed to be done without National Commission on Culture and the Arts (NCCA) and NHCP; second, what improvements and development is allowed to be done with NCCA and NHCP and third, a committee should be formed comprised of stakeholders including the NHCP, NCCA and local government to oversee the development of the area.

“The committee will validate and approve projects with a specific time frame,” Domogan added.

In 2015, NHCP wrote to the Baguio Heritage Foundation Incorporated and the city government announcing the approval of recognition of Burnham Park’s historical significance.
