Candidate for barangay captain jailed

AN ASPIRING candidate for village captain in Mankayan, Benguet, was jailed for threat, physical injuries and illegal possession of deadly weapon.

Julieto Cleto Fagwan of Barangay Balili in Mankayan was arrested after allegedly inflicting injury to Daniel Simon Batoon, 28, of Central Balili, while threatening Renante Nisperos Guyo, 28, during the start of election campaign on May 4.

Fagwan was arrested by the residents who turned him over to Mankayan Municipal Police Station. A knife was confiscated from him.

Mankayan Police Chief Orlando Bakisan said they filed a case of alleged threat against Fagwan, including physical injuries and violation of Presidential Decree 1811 in relation to Commission on Elections (Comelec) ban.

Fagwan was detained at the Provincial Jail Camp Dennis Molintas Buguias, Benguet.

Bakisan said the Comelec-Mankayan recommended for the withdrawal of Fagwan’s candidacy.

Both Bakisan and Barangay Balili kagawad John Palking said Fagwan committed the crime after was teased.

A total of four barangay captains, including Fagwan and 19 barangay kagawads, are vying for position in Barangay Balili.

Comelec, under Resolution 10246, announced prohibited acts during the barangay and Sangguniang Kabataan election that include alteration of precincts or establishment of a new precinct, carrying of firearms or other deadly weapons, use of security personnel or bodyguards by candidates, transfer of officers and employees in the civil service, organizing or maintaining reaction forces, strike forces and suspension of any elective local government officer.

SunStar Baguio tried to reach Fagwan but failed to get his comment on the matter.
