Cease and desist order issued vs La Trinidad trade fair

LA TRINIDAD, BENGUET -- The Office of the Mayor has issued a cease and desist order (CDO) to an ongoing trade fair along Kilometer 5 following concerns on structural stability that could pose a danger to the public.

Mayor Romeo Salda said they issued the CDO to Mabel Chagwaten on December 20, 2019 after failing to secure building permit for the structure, business permit for leasing, and business permit for lessees and overall safety of the public.

"In as much as the safety of the public is at stake, considering further that the required permits were not secure, the business operator, and or all persons acting in her behalf and all persons who may have leased from her subject commercial stalls/booths should cease and desist from opening the aforementioned commercial booths to the public until such time that Ms. Chagwaten and her lessees should have obtained the necessary permits for her said structure and for their businesses, from this Local Government Unit," the order read.

Under the order, Chagwaten is required to explain why her structure located near a fast food chain at Kilometer 5 in Balili should not be demolished for lack of building permit and her business of renting commercial booths be permanently closed for lack of the necessary business permit.

In an earlier report from Municipal Engineer forwarded to the chief executive, it was further observed that majority of the booths are occupied and are operating.

The flooring system of the establishment is made up of phenolic boards used for formworks, while the base of the scaffolding works are placed directly on top of the existing natural ground surface without any supporting foundations.

Moreover, vibrations are felt on the flooring system while walking around the establishment with no sanitary toilet built within the premise.

The La Trinidad Municipal Police Station and the Office of the Municipal Engineer were tasked to serve the order and to all persons acting for and in her behalf.
