Corruption hounds Registry of Deeds

REGISTRY of Deeds (RoD) officer-in-charge Rodil Rivera is in hot water over corruption allegations.

Vice Mayor Edison Bilog summoned Rivera in last week’s council session with complaints of alleged under-the-table transactions involving the release of land titles.

Complainants flocked to the City Council on April 30 to make public their woes over Rivera and staff of the RoD who allegedly demand they shell out money in exchange for the speedy release of their titles.

At least four individuals attested to have fallen victims of Rivera’s office practice of demanding at least P5,000 from each client before titles are released despite their compliance with all requirements.

Allegedly, the staff from the RoD will advise clients to shell out the money to be given to Rivera if they want to get hold of their documents.

“The allegations against the officer and employees are very serious matter. Kung totoo yong panghihingi sa Registry of Deeds para ma-release ang mga titulo, e dapat matigil,” Bilog said.

The vice mayor said employees may face charges and possible transfer of office if found guilty.

“Hindi dapat ma-tolerate yang mga ganyang gawiin. Kung totoo ang allegasyon, I would exert my effort para maactionan agad ito,” added Bilog.

Rivera was a no show at the City Council meeting but he was again invited to be present in the next meeting.

The councilors agreed to summon Rivera along with his staff and complainants to be able to resolve the issue and end corruption at City Hall.
