Registry of Kapangan migrant workers sought

FOR emergency response and protection of its stakeholders, legislators are pushing for the registry of all non-residents of Kapangan town in Benguet.

The Municipal Council of Kapangan approved Ordinance no.132. series of 2018 known as the “Non-Residents Registry Ordinance of 2018.”

The ordinance seeks for the comprehensive registration of non-residents of Kapangan to include migrant workers, household helpers, traders, sales representatives, ambulant vendors, scrap buyers for emergency response, public safety and security and to protect the cultural integrity of the indigenous peoples of Kapangan.

This ordinance covers all non-residents of Kapangan whose duration of work is expected to exceed 10 days in the municipality.

Failure to follow the implementing rules and regulations will be grounds for the cancellation of the registration and business permit for the violator, and as a consequence be barred from further engaging the same business activity in the municipality.

The registration of migrant worker will solely be the responsibility of the employer. For the enforcement of the ordinance the implementation requires full cooperation of the community.

Monitoring and registration of non-residents and enforcement of the rules and regulations will be manned by the barangay captains, office of the municipal mayor and the Kapangan Municipal Police Office.

During Monday’s Provincial Board regular session, the committee on peace and order and public safety gave a favorable review on the ordinance.
