Valley mayor, officials charged

NORA Lagadeo filed a case for administrative complaint for grave misconduct against La Trinidad Mayor Romeo Salda and Licensing Officer II Lawrence Balud following the closure of the chicken dung trading center in the town.

In her complaint, Lagadeo said the closure order should not have been addressed to her because she does not own the business, but was merely asked to help tend to it.

"The issuance of the closure order directly addressed to me is patently improper, because in the first place, I am not the lawful owner nor has direct control or management of said business or storage area as the case may be. The information gathered in the course of inspection by the inspectors designated by Mayor Salda pointing me as the owner of business or the storage area is entirely fake," the complaint reads.

Lagadeo admitted she was in the area at the time of the closure on June 5 but claimed she is not the owner of the chicken dung trading center.

"I was there only because the owner was asking for help to attend her business. In fact, the true owner or manager thereof is my older sister, Rose Lagadeo Maliones," she added.

Lagadeo said she was publicly embarrassed by the incident.

"They called up the media and they took videos on me and even reported me in the newspaper," Lagadeo added.

A copy of the affidavit-complaint was received by the Mayor's Office on June 7. It was administered in the Provincial Prosecutors office.

Salda said they were preparing their counter-affidavit.

During the implementation of the closure order, Lagadeo declared willingness to pay and avail of a business permit. She argued, however, that the chicken dung trading area is in Acop, Tublay.

Moreover, in the closure order received by Lagadaeo, the area engaged in the business of trading, storage and disposal of chicken dung is within La Trinidad based on the land title.
