THE committee on ways and means of the Municipal Council of La Trinidad have withdrawn the application of special permit for cockfighting operations in Shilan.
Shilanders Sports Complex represented by Mike Lubos have asked the mayor for an application for a special permit for their cock fighting activities in Shilan, La Trinidad.
In their proposal, the proponents asked for the issuance of the special permit to hold cockfighting in the area.
Councilor Guiller Galwan, who chairs the committee on ways and means, said in the provisions of the cock fighting ordinance, the law states operation of cockfighting activities must not exceed for more than three days, however, the proposed special permit turned out to be more than three days.
The committee has moved to withdraw the application and further look into the applicable provisions of the cockfighting ordinance and the revised revenue code.
“What we have been doing before is approved a monthly special permit but now they are requesting quarterly or yearly,” stated Councilor Henry Kipas. “We have schedules, specifically the dates. In their request, it covers quarterly.”
Kipas added the activity must benefit the people and the municipality while provisions of the ordinance state the mayor has the full authority to approved special permit applications.
In Ordinance No. 9 series 2006, which regulates the operations of cockfighting state there is no provision on how much is to be collected.
The ordinance also authorizes the local chief executive to issue a special permit but limits cockfighting to three days for a year in the municipality.
Although the committee adopted to withdraw the application for the issuance of a special permit, it’s up the local executive chief to approve the matter.
