Chacapna: The bosses in the DepEd Mafia (part one)

FROM the book "Expert Secrets," it reveals the difference between the overuse terms: boss and a leader. To wittingly appreciate it, entails recalling the glamorous Reagan-Marcos joke. Reconciling that with our current times, this is how it goes. When president Dodirty was visited by Premier Sinjing Pee from the west Philippine Sea, they both were escorted by bullet proofs Mercedes Benz. Along the boulevard, the premier noticed some Pinoys urinating along the walls of Manila bay. And he said to the president: "You know the reason why your country is not progressing, its greed and lack of discipline, you install urinals along the road yet they want to pee on the walls for free."

The president was embarrassed and so he ordered General Stone M. Derose to plan and implement "Oplan Tokhang" which will instill discipline among the people of the city during the premier's visit and to get rid of all the filths in the society. The following year president Dodirty was invited by the premier to visit also, the premier's capital in exchange of the formers invitation.

In the capital, the two leaders toured tourist spots and President Dodirty was stunned by the cleanliness and discipline of the people. But along the historic great wall, he saw men urinating along the walls beside a building and he said to the premier: I guess Pinoys do not have the monopoly of peeing along the walls, as you can see, you gave your citizens world class comfort rooms just beside them yet they prefer urinating the magnificent stones built by your ancestors. Not to be embarrassed, the premier at the click of his finger signaled his secret service to arrest the men and be taken in front of them. As it turned out, the men are not citizens of the premier, but Pinoy tourists who cannot find a comfort room because they don't know how to read the country's alphabet.

In the area of the Education department, there were these employee positions who direct the work of teachers. They are the head teachers, teacher in-charge, and officer in charge, principals and the likes whose main task are to oversee the delivery of knowledge to the learners. But I was saddened by this revelation of several colleagues from Fort Mindanao who heard or experienced unsavory words and remarks from their overseer.

Shocking are the words: "Nag-iisip ka ba, agtrabaho ka man nga nasayaat, maglevel up ka naman, mangan ka chocolate ta lumaing ka, siak ti boss siak ti patiem."

These words which, if spoken with emotion delivers either fear or distress to the listener, surely it shows the arrogance of the power holder. In that case, disorder or discomfort in the working environment is certain. At times, these are observable not only in public institutions but as well as in private employments.

And so, reading the aforementioned "Expert Secret," I finally found the answer revealing in detail how a boss in the Department of Education mafia was made. It starts with a mafia boss says I, while a leader says we.
