Anti-loitering ordinance during health crisis approved

THE City Council of Cagayan de Oro approved on Monday, March 30, an ordinance that will penalize people caught loitering in the city during health emergencies due to epidemic or pandemic threat.

The ordinance, authored by City Councilor Teudolfo Lao, will penalize not only curfew violators, but those who will be caught loitering in the city during the whole day, with the coronavirus disease (Covid-19) threat.

The ordinance will cover all ages, including minors and adults, and shall be imposed not only during curfew hours but 24/7.

Penalty includes two to four hours of community service.

The ordinance is in response to any and all declaration of the national leadership as regards health emergency due to epidemic or pandemic.

Lao said it is to prevent people from going out of their homes without important purpose and to promote shelter-in-place in times of the Covid-19 crisis.
