Emano extends GCQ, eases restrictions

AUTHORIZED Persons Outside of Residence (Apor) are no longer required to secure a travel pass upon entering Misamis Oriental while some industries are allowed to operate even as the general community quarantine (GCQ) in the province is extended anew until May 15.

Governor Yevgeny Emano ordered the extension of the GCQ after the declaration lapsed on Thursday, April 30.

Emano ordered that those who are classified as Apor will be allowed entry in Misamis Oriental but must present valid company identification or certificate of employment for employees of private companies at the quarantine control points.

Those who are engaged in small business, proof of business such as business permit coupled with any valid government issued ID must be presented.

For those working in the government, office ID card or certificate of employment must be presented, provided that their travel is on official business while travelers using government vehicles, except emergency vehicles, must present official trip ticket or any valid government issued ID card in the case of pastors, priests, imams or other religious ministers.

Persons not listed under Apor who will carry out essential activities in the province are required to secure travel pass before they are allowed entry.

"The exemption from the travel pass for private companies extends to their regular employees or those part of their organic organizational structure only. Any other person engaged for their operation who is not

among the Apor must secure a travel pass prior to his/her travel," the order said.

Pursuant to IATF-EID guidelines for opening of work in areas under GCQ, the following industries are allowed to operate according to categories.

Category 1 (100 percent opening) includes agriculture, fisheries, forestry; food manufacturing and its supply chain; food retail, health care, logistics, water, energy, internet and telecommunication and media.

Category 2 (50-100 percent opening) includes electronics and exports; E-commerce and delivery; repair and maintenance services; and housing and office services.

Category 3 (50 percent on site, 50 percent work from home) includes financial services, business processing outsourcing, other non-leisure services and other non-leisure wholesale and retail trade.

Also, dine-in service in food establishments is allowed, provided that each table is arranged at least 1 meter distant from another will be occupied by a maximum of two persons only, seated in front of each other. Food must be consumed immediately while overstaying is not allowed.

"The establishments concerned must strictly comply with the physical distancing requirement and established health protocol, including among others, the taking of body temperature at the entrance area, wearing of face mask and provision of hand wash area, among others," the order said.

On the other hand, Emano ordered a heightened precautionary measures for authorized companies with an employed physician such as the following:

All employees must undergo weekly physical check-up at the company clinic. Any employee manifesting symptoms of influenza-like illness such as fever, cough, colds and allergic rashes must not be allowed entry to the company premises, be sent home and reported to the city/municipal health office concerned.

Taking of body temperature upon entry to the company premises must be done without fail; no wearing of face mask, no entry; and physical distancing must be observed at all times.

Meanwhile, only one back rider is allowed on a motorcycle subject to compliance with the Motorcycle helmet act.

All persons coming from any place outside Misamis Oriental, with confirmed local transmission of Covid-19 shall be recorded as persons under monitoring and subject to the 14-day quarantine requirement.

Travelers from areas under ECQ which are considered as Covid-19 high-risk areas, shall present an original copy of negative Covid-19 result to be allowed entry to the province.
