2 Mandaue ambulances unused over transfer delays, registration issues

TWO ambulances purchased by the Mandaue City Government in 2021 remain idle at the City Disaster Risk Reduction and Management Office (CDRRMO) hub due to unresolved registration and ownership transfer issues.

Mandaue City Mayor Thadeo Jovito “Jonkie” Ouano discovered the unused ambulances during his inspection of the CDRRMO facility Thursday, July 3, 2025.

CDRRMO head Buddy Ybañez said the vehicles have yet to be officially turned over to the City Government because they are still registered under a private entity.

Ybañez said the ambulances could not be used yet because they are not officially considered City property, as they still lack an official receipt (OR) and certificate of registration (CR).

The ambulances, which cost the City a total of P4 million, were funded through the City’s budget in 2021.

However, delays in the submission of requirements from the supplier have prevented the formal transfer of ownership to the local government, resulting in the vehicles being registered under a private name.

Ouano expressed concern over the prolonged delay, stressing the urgency of resolving the issue.

“Ipa-follow up gyud ni namo sa supplier para mapaspasan ang transfer. Kay kon magdugay pa ni nga dili gamiton, posible gyud nga maguba ra ni sila,” Ouano said.

(We will really follow this up with the supplier to expedite the transfer. Because if this remains unused for too long, there’s a real possibility that these might get damaged.)

The mayor said he will coordinate directly with the supplier to expedite the transfer process and ensure that the ambulances can finally be utilized for their intended purpose serving the people of Mandaue City. (CAV)
