
CEBU City Mayor-elect Nestor Archival is set to initiate formal transition discussions by requesting meetings with outgoing Mayor Raymond Alvin Garcia and key city government officials to gather crucial data on the city’s personnel and financial status.
Archival plans to request a meeting with Mayor Garcia and their respective transition teams on Monday afternoon, May 19, 2025.
If a personal meeting is not feasible, he will send a formal letter to the current mayor’s office.
This meeting will be their first face-to-face encounter since the May 12 elections.
A primary focus of Archival’s initial meetings will be to obtain essential information regarding the City Government’s personnel and financial standing.
He intends to meet with the head of the Human Resource and Development Office to determine the precise number of regular, casual and job order (JO) employees currently working for the City.
Financial balance
He will also meet with the head of the City Treasurer’s Office (CTO) to ascertain the City’s remaining financial balance.
“I want to know how many regular, casual, and JO employees there are, and also from the CTO, because I need to know how much money we have left,” Archival stated in a phone interview on Sunday, May 18.
This move follows outgoing Mayor Garcia’s expressed hope that the incoming administration would continue various ongoing city projects and programs, including planned school buildings, the new Cebu City Police Office headquarters, housing projects, the Guba Hospital wing and super health centers.
Archival has assured that he is willing to support projects initiated by Mayor Garcia, provided that sufficient funds are available.
“We will be supporting the projects of Mayor Garcia; the important thing is that there are funds, because right now we don’t really know if there are,” he said.
Regarding the appointment of his department heads, Archival indicated that while potential candidates are under consideration, he is not yet prepared to disclose their names.
He emphasized the importance of consulting with Vice Mayor-elect Tomas Osmeña and the elected city councilors to ensure collaborative efforts.
“At least we are in sync, so that our efforts are truly collaborative,” he explained. / JPS
