

CEBU City Mayor Nestor Archival said he will meet with the contractor of the newly rehabilitated rubberized track oval at the Cebu City Sports Center (CCSC) to address reported damages.
The meeting aims to resolve concerns following the circulation of photos in recent weeks showing significant damage to the oval’s surface.
Archival, in an interview with reporters on Thursday, July 31, 2025, confirmed that the contractor is the same company involved in the unfinished and delayed Pulangbato bridge project.
He said he plans to summon the contractor, citing previous commitments made to the City Council to rectify their work.
"Tagaan nato sila og chance og kung kanus-a nila ayuhon," said Archival after the launching of the Benteng Bigas Meron Na program integrated into Department of Social Welfare and Development's Walang Gutom Program at the Cebu City Hall.
The oval was last repaired before December 2024, ahead of the Sinulog festivities in January 2025. However, the facility had already sustained damage even before the Palarong Pambansa in July 2024.
Former mayor Raymond Alvin Garcia said in an interview on July 8, 2025, that his administration had not fully paid the contractor despite the completion of the repairs.
He added that it is now up to the discretion of the new administration whether or not to settle the remaining payment.
But Archival said that he has yet to look into the matter, including the bidding process for the project.
The Commission on Audit, in its 2024 annual audit report, flagged the project for alleged irregularities, such as premature construction, expired licenses and documents, bidding process flaws, and delayed completion. (EHP)
