Archival urges City Hall workers to embrace ‘Kaizen’

MAYOR Nestor Archival Sr. highlighted the importance of adopting the Japanese philosophy of Kaizen, or continuous improvement, during the City Government’s regular flag ceremony at Cebu City Hall on July 21, 2025.

The event served as a platform for Archival to encourage city employees to improve efficiency and productivity through small, consistent changes in their daily routines.

He underscored how this mindset has contributed to the success of global companies and emphasized its relevance to public service.

Archival, who previously served as a professor at the University of San Carlos from 1980 to 1995, drew lessons from his personal experiences and past conversations about Japan’s post-war economic transformation.

He shared how Japan rose from defeat in World War II and developed into a prosperous nation by focusing on discipline, visionary leadership, and the attitude of constant self-betterment.

To illustrate his message, the mayor shared an anecdote involving a man named Satu, a worker in a cleaning section of a company.

By simply moving a broom closer to the entrance to save time, Satu’s action inspired his colleagues in various departments to reorganize their tools and systems for greater efficiency.

"They began organizing their tools properly, while the clerks improved their filing systems to ensure accuracy and efficiency. Over time, these small adjustments helped reduce wasted time. Eventually, this company -- thanks to the simple gesture of Satu -- became one of the most successful in the world. That company is Toyota," said Archival.

Over time, this culture of improvement contributed to the company’s global success -- revealed to be Toyota.

The mayor emphasized that similar practices can be implemented across offices in City Hall. He called on government workers to examine their daily operations and seek ways to make their work more efficient and meaningful.

According to Archival, the simple principle of Kaizen can result in long-term benefits for public service and governance.

The ceremony's theme reflected Archival’s broader vision for Cebu City -- to become a progressive and sustainable urban center by promoting discipline, leadership, and a culture of innovation.

He later reinforced this message on his official Facebook page, stating that Kaizen and proper leadership are guiding principles in Cebu City’s pursuit of development and public service excellence.

“I would like to request all of you to practice the attitude of Kaizen, because as we go further, we are going to make Cebu a successful Cebu City,” he said.

The flag ceremony on Monday, July 21, 2025, concluded with a reminder to all departments to evaluate their workflows, embrace accountability, and continue improving not only for personal growth but for the advancement of the entire city. (Jallee Haze Marimon, HNU intern)
