Beauty clinic ‘owner,’ workers charged

THE Police Regional Office (PRO) 7 has charged a Vietnamese national and 11 of her employees for operating a beauty clinic that allegedly used products not registered with the Food and Drug Administration (FDA).

The charges against the owner of Adora Beauty Clinic on Jakosalem St., Barangay Cogon Ramos, Cebu City, were filed on Tuesday, July 22, 2025.

The clinic’s owner and her staff are facing charges for alleged violation of Republic Act 9711, or the FDA Act of 2009, and Republic Act 2382, or the Medical Act of 1959.

According to PRO 7 spokesman Col. Arvie Paraon-Bueno, the operation began after three of the clinic’s customers filed a complaint.

The customers noticed that the products had no labels and learned that unlicensed doctors or nurses were performing the cosmetic procedures.

“These illegal operations pose a significant risk, including life-threatening complications. Imagine the improperly administered cosmetic procedures and the confiscated, unregulated medicines,” Bueno said.

The workers allegedly admitted that they had no formal training and were relying only on their experience.

“It is truly dangerous when an unprofessional administers the procedure, and the medicine is also unregulated. This is life-threatening,” Bueno added.

Police are now urging other victims of the clinic to come to their office to file additional complaints.

The PRO 7 is also checking on whether Adora Beauty Clinic has other branches in Central Visayas for subsequent raids.

The PRO 7 is mulling the possibility of filing a case for violation of the Anti-Dummy Law against the Vietnamese national, after the latter denied ownership of the clinic even though she was identified by her staff. /AYB
