THE Cebu City Council has passed an ordinance to promote and preserve Bisaya songs in local establishments to boost the city’s cultural and economic identity.
Ordinance 2780, authored by Councilor Joel Garganera, was approved on its third and final reading during the Council’s session on Wednesday, June 25, 2025.
Under the ordinance, 30 percent of music played daily in various public establishments throughout Cebu City such as malls, restaurants, hotels, public markets, and transport terminals, must be Bisaya to avail of government incentives.
The initiative strives to establish Cebu City as a creative hub in the country by promoting the Bisaya language and music. It also aims to showcase the city’s artistic and cultural heritage.
Additionally, the ordinance seeks to create a “hyperlocalized cultural experience” that enriches Cebuano identity, boosts tourism, increases foot traffic, and supports local businesses.
The approved ordinance is anticipated to provide economic benefits for local music artists, thereby contributing to the city’s economy.
Establishments that comply with the ordinance may receive incentives, including reduced local business tax rates, subject to the recommendation of the City Treasurer’s Office.
Notably, there will be no penalties for non-compliance with the ordinance, emphasizing that it is meant to encourage rather than punish businesses. / Jairus Antonio Zoilo Amora, HNU intern
