Biz group urges Marcos to push 20 priority reforms in Sona

THE Philippine Chamber of Commerce and Industry (PCCI) on Tuesday, July 22, 2025, urged President Ferdinand Marcos Jr. to back 20 key legislative reforms in his upcoming State of the Nation Address (Sona), saying these measures are crucial to strengthen competitiveness, improving infrastructure and modernizing regulations.

In a statement posted on PCCI’s Facebook page on Tuesday, July 22, PCCI president Enunina Mangio said the proposed reforms aim to address structural barriers that constrain investment and inclusive growth.

“These measures address structural bottlenecks that hinder investment, logistics, rural development and regulatory efficiency,” Mangio said. “We believe President Marcos’ strong endorsement of these bills during his Sona will help fast-track their passage and demonstrate the administration’s commitment to inclusive and future-ready economic growth.”

Marcos is set to deliver his Sona on July 28 at the Batasang Pambansa Complex.

Among the proposals are bills supporting digital transformation and infrastructure, including the Open Access in Data Transmission Bill—also known as the Konektadong Pinoy Act—which seeks to improve nationwide internet access and leverage the government’s Digital Transformation Roadmap.

PCCI also backs the passage of a National Comprehensive Infrastructure Masterplan to guide long-term investments.

The group is pushing for logistics and trade reforms such as the International Maritime Competitiveness Act and amendments to the charters of the Philippine Ports Authority and Civil Aviation Authority of the Philippines to resolve overlapping mandates.

PCCI also called for amendments to the Magna Carta for MSMEs to improve access to finance and technology. For the agriculture sector, it is pushing for several laws, including the Blue Economy Act, Corporate Farming Act and the long-delayed National Land Use and Management Act.

To address workforce gaps, the chamber supports updates to the Apprenticeship Training System and Dual Training System Acts, as well as the proposed National Quality Infrastructure Act to boost export competitiveness.

Other priorities include the Budget Modernization and Reform Act, Customs Amnesty Act, and digital governance bills such as the Cybersecurity Act, E-Governance Act, and Artificial Intelligence Act.

PCCI said it is prepared to work closely with the Marcos administration and the 20th Congress to turn these priorities into actionable reforms. / KOC
