Bzzzzz: Guess who was Dumpit's 'bodyguard'; Tomas-Dumpit ties
SPO1 Adonis Dumpit, who was gunned down Wednesday morning (July 27) by an NBI-police team in Barangay San Isidro, Tagbilaran City, had long been the police escort of Cebu City Mayor Tomas Osme¤a.
There were two other PNP bodyguards of the mayor but they, along with Dumpit, were reassigned to the Bohol PNP provincial command on August 12, 2016, shortly after Tomas was stripped of his supervisory function as deputized representative of the Napolcom amid his rift with the police over the mayor's right to pick his own police chief.
After Dumpit's release on bail last May 2016, just after Tomas won the elections, Tomas publicly worried over Dumpit's safety. He said criminals had a beef against Dumpit. For some time, the cop lived in Osme¤a's house in Guadalupe. "He's my bodyguard but I'm actually guarding him. It's the other way around," he said then.
The cop had just been reinstated to the service, following the dropping of administrative charges, but his criminal case for murder (in the shooting to death of a young robbery suspect in 2010) was pending appeal. On Dumpit's pullout from Cebu to Bohol, the mayor said the cop had many enemies in that province.

Why Dumpit was in Bohol
A journalist asked on Facebook what SPO1 Dumpit was doing in Bohol ("nag-unsa siya didto?").
He was reassigned there.
Dumpit's stints in Bohol included:
* In the 1990s, he was with PNP Regional Mobile Group based in that province;
* On August 12, 2016, Dumpit was thrown there, along with two other Cebu cops who were guarding Mayor Tomas;
* Two months later, in October 2016, Dumpit was returned to Cebu, on request of City Councilor Dave Tumulak, "deputy mayor" for police;
* Last June 14, or about two weeks ago, he was again assigned to the Bohol provincial command, causing a stir among Bohol officials ("Three-faced Dumpit," Pachico A. Seares "News Sense" column, Aug. 28, 2018).

Questions on Dumpit, killing
The timing of Dumpit's reassignment has bred the speculation that the cop was targeted for arrest or execution. He had barely returned and he was already delivering "stocks" of illegal drugs in his new place of assignment? Or had he already operated there during his previous stints or even when he was already in Cebu City. Bohol is just a ferry ride away.
The problem with the reason for Dumpit's killing is that it requires blind faith in the NBI-police narrative: that Dumpit was a dirty cop who engaged in drug selling and drug-lord protecting. "High-level pa gyud." That was not how people knew Dumpit when he was in Cebu.
People who trusted him, principally Mayor Tomas who had Dumpit defend his back and others, like that woman prosecutor who dated him for some time.

The way they were
How close were Mayor Tomas and SPO1 Dumpit were? These may you some idea: Tomas probably paid the P250,000 bail for the cop pending his appeal from the murder conviction. The mayor provided Dumpit's lawyer, sending one to Leyte where the cop was detained and his
Application for bail heard. The mayor's son, Miguel, fetched Dumpit on a private plane upon his release from the Leyte penitentiary. Tomas even bragged he was the one guarding Dumpit.
