

CEBU Provincial Capitol officials have recommended the immediate rehabilitation of the famous food hub Sugbo Sentro, formerly known as “Larsian,” following a surprise inspection of the site conducted Tuesday, July 22, 2025.
The inspection was led by Paolo Uy, head of the Cebu Provincial Investment and Promotions Division, and Provincial Information Officer Ruben Licera.
During their inspection, they noticed abandoned stalls, unsanitary conditions and high food prices.
These problems, according to Uy, have diminished the vibrancy and true spirit of the former Larsian.
“You can’t feel the vibe as it was before. In fact, it seems the spirit of Larsian is gone and that is what we intend to bring back,” said Uy.
“So we’ll rename it back to Larsian (and) we want to bring in the food offerings that make it Larsian,” added Uy.
The food strip, located near Fuente Osmeña Circle, has long been a go-to spot for tourists and locals in Cebu for barbecue, puso and other local dishes.
According to Uy, the area’s current condition could negatively impact Cebu’s tourism reputation.
“There is no one clearly managing it. That’s why the Economic Enterprise Council was reactivated to review the enterprises that generate revenue for the Capitol,” Uy said.
The inspection results and recommendations have been submitted to the office of Gov. Pamela Baricuatro and the Provincial Planning and Development Office to fast-track the rehabilitation.
In September 2023, the eatery was reopened as Sugbo Sentro Fuente Osmeña after it was renovated under the administration of former governor Gwendolyn Garcia. / ANV
