
CEBU Governor Gwendolyn Garcia has renewed her call for the Province to gain representation in the Toll Regulatory Council (TRC), which oversees the Cebu-Cordova Link Expressway (CCLEX).
The governor raised the issue during a meeting at the Provincial Capitol on Friday, April 25, 2025, where she met with Cebu-Cordova Link Expressway Corporation (CCLEC) President and General Manager Allan Alfon and Cordova Mayor Cesar Suan.
Garcia again stressed the need for the Provincial Government to have a seat in the TRC, as this is crucial for decisions regarding CCLEX toll collection.
Garcia explained that most CCLEX users live in Cebu Province, including residents of Cordova.
However, the tri-cities of Cebu, Lapu-Lapu, and Mandaue, who are also CCLEX users, do not fall under the province’s direct jurisdiction.
The TRC has five members including three members appointed by the CCLEC. Cebu City and the municipality of Cordova each have one representative.
Reports state that the Province was not given a seat in the TRC because it was not included in the original joint venture agreement.
Alfon assured the governor that CCLEC is open to amending the current structure of the council. The amendment could provide the province with two seats.seats. / ANV
