
CEBU City Mayor-elect Nestor Archival is set to reopen the 24-hour Cebu City Public Library operation, signaling an enhanced commitment to accessibility for students and the general public.
The initiative is set to take effect in the first week of July after the new administration takes over.
Archival posted the announcement in his personal Facebook account on Tuesday, June 17, 2025, highlighting that the initiative goes beyond merely extending hours. The mayor-elect acknowledged the common struggles of students in the city who often juggle work and studies.
“This is not just about reopening doors, but it’s about reopening a space where people can learn, grow, reflect, and dream,” read a portion of Archival’s post.
“I know how many students in our city are working hard, juggling time, and simply looking for a quiet space to study, even late at night,” he said.
In an interview on Tuesday, Archival clarified his plans, assuring the public that the 24-hour operation of the public library commences once he officially assumes office.
“Inig sulod nako, inig ka gabii ana ma-open nato ang public library 24 hours para sa mga kabatan-onan ug sa mga tawo nga gusto mo-avail,” he shared.
(When I take office, the public library will be opened for 24 hours for the youth and the people who wish to avail.)
Improved connectivity
The plan for reviving the service includes crucial improvements with better internet connectivity to support the needs of modern learners by providing a technology-supported environment for all library users, especially those who study at night.
“Ang importante lang naay internet para naa tay magamit (What is important is the internet, so we can have something to use),” he said.
Archival also hopes to connect with the Department of Information and Communications Technology to secure the services without requiring additional budget.
The return to 24-hour service marks a notable revival for the library, which previously offered continuous operations since 2016 during the term of former mayor, now vice mayor-elect, Tomas “Tommy” Osmeña.
