

THE Police Regional Office in Central Visayas (PRO 7) filed on Tuesday, July 22, 2025, charges against a Vietnamese national who was identified as the owner of a beauty clinic that was raided by authorities on July 19.
The clinic, Adora Beauty Clinic, is located at Centro Maximo Building, Jakosalem Street, Barangay Cogon Central Ramos in Cebu City. The Vietnamese national was charged for violations of Republic Act (RA) 9711 or the Food and Drug Administration Act of 2009, and RA 2382 or the Medical Act of 1959.
The charges also include 11 of the clinic’s staff after authorities found that they were using unregistered products for cosmetic procedures.
Police Colonel Arvie Paraon-Bueno, spokesperson of PRO 7 chief Police Brigadier General Redrico Maranan, said the raid on July 19 was prompted by complaints from three customers who noticed that the beauty products and medicines used on them during their cosmetic procedures had no labels.
Authorities also discovered that the clinic’s personnel performing the cosmetic procedures were neither licensed doctors nor nurses, raising serious concerns for public safety.
“Kase yung illegal operations po nag pu-pose sila ng significant risk including yung life threatening complication po. Imagine po yung improperly administered na cosmetic procedures at saka unregulated po na gamot na nakompiska,” said Bueno.

Bueno stressed that PRO 7’s action is meant to protect the public, especially Cebu residents, who might unknowingly avail themselves of the services and products from the said beauty clinic.
Police were alarmed upon learning that unlicensed individuals were performing the procedures. The workers themselves admitted that they did not undergo proper schooling for such work and were only relying on experience in attending to their customers.
“Dilikado po talaga yung hindi professional yung nag a-administer sayo tapos yung gamot unregulated pa. Life threatening po ito,” Bueno added.

Police are urging any customers of Adora Beauty Clinic who may have been victimized to come forward and file additional charges.
Bueno believes there are more victims who are afraid to speak out after undergoing enhancement procedures at the said beauty clinic.
Authorities are currently investigating how many branches the clinic has across Central Visayas so they can conduct further inspections.
PRO 7 is also looking into the possibility of filing additional charges under the Anti-Dummy Law against the Vietnamese national, as she did not admit ownership of the clinic, although her staff pointed to her as the owner.
Police clarified that the beauty clinic cannot resume operations, and attempting to do so could lead to further legal action.
Bueno added that it is likely the Cebu City Government, especially its Business Permit and Licensing Office, will also step in, given that the products used by the clinic are not registered with the FDA. (AYB)
