
THE CEBU City Council has passed an ordinance amending on the City’s Traffic Code, including updates on on-street and off-street parking regulations and exemptions.
On Wednesday, June 18, 2025, outgoing City Councilor Jocelyn Pesquera moved for the approval of her proposed ordinance, which seeks to amend key provisions of City Ordinance No. 801 or the Cebu City Traffic Code on the third and final reading.
The ordinance amended Sections four and five of Article 16 and Sections one and three of Article 23 of the C.O. 801.
The measure includes updates to both on-street and off-street parking regulations, citing “the passage of time and recent developments in the city.”
Pesquera also pushed for a parking ban along major roads and highways in the city. The ban will specifically apply to South Coastal Road, F. Vestil Street, Natalio Bacalso Avenue, M.J. Cuenco Avenue, Osmeña Boulevard, and Serging Osmeña Avenue.
Only emergency and authorized vehicles responding to emergencies will be exempt from the parking ban. Parking around City Hall will also be strictly regulated.
Exemptions
The measure also exempts vehicles that are disabled in the middle of the road. However, the driver will be given two hours to remove the vehicle from the road. The driver must also immediately deploy an early warning device.
Vehicles used for official roVehicles used for official roadworks and repairs will be exempt from the parking ban, provided the affected area is properly barricaded.
The measure also prohibits unauthorized vehicles from occupying unmetered or improperly designated stalls around the government complex, except on weekends and public holidays.
Another key update was the extension of on-street parking hours from 6 a.m. to 10 p.m. daily from the previous schedule of 7 a.m. to 6 p.m. / EHP
