Councilor seeks action on ‘Mang Inasal’ branch’s sidewalk encroachment

A CEBU City councilor is pushing Mayor Nestor Archival to implement a 2022 clearing order against a Mang Inasal branch for allegedly encroaching on sidewalks in Barangay Santo Niño.

The establishment is accused of obstructing public space, forcing pedestrians to walk on the street.

Councilor Pastor “Jun” Alcover Jr. brought up the issue during a council session on Aug. 12, 2025.

The administration of then-mayor Michael Rama issued the order on Sept. 26, 2022, but it was never enforced.

The City Legal Office (CLO) prepared the draft order, supported by photo evidence showing the fast-food chain “clearly obstructed and encroached on the sidewalk” on both Osmeña Blvd. and F. Gonzales St.

According to CLO, the building owner is Raymond T. Go, who allegedly committed several violations:

Renovating the first floor without a plan submitted to the Office of the Building Official.

Failing to secure clearance from the Cebu City Traffic Operations and Management, the former name of Cebu City Transportation Office.

Operating without a valid building permit despite repeated warnings.

The draft clearing order cites the Civil Code and two city ordinances as legal basis.

Alcover said he first complained about the branch in 2016 and described it as “untouchable.” / EHP
